Grant Contract Information

Notifications of grant awards will be made after July 1, 2011.

1.

The Commission issues a Grant Contract to each grantee. The authorizing official listed on the grant application must sign, date and return the copy marked Original (KAC) Copy to the Commission office as soon as possible so that it can be processed and payment made. Grantees retain the Recipient Copy. Faxed signed copies of contracts will not be accepted. Changes made by the grantee to the Grant Contract render it null and void. The grantee is responsible for ensuring that the Commission has received all signed contracts in a timely manner.

Payment will be made within 90 days of the Commission's receipt of a fully executed grant contract and as funds are available.

During the period of time covered by the Grant Contract, the grantee must notify the Commission office in writing of any major changes in the grant activity or a change of the authorizing official. These may include, but are not limited to, changes in program, administrative or artistic personnel, budget, program description, program dates and scope of operations. The authorizing official must send a letter on organizatonal letterhead to the Kansas Arts Commission describing any changes in the program or project. The Commission should be notified before any of these changes occur, if possible. If not possible, the Commission must be notified as soon as possible after the change occurs.

The executive director of the Commission must approve changes (in writing) that substantially alter the nature of the project.

5.

A grantee must provide to the Commission access to any books, records, documents and papers pertaining to the granting period for which the Commission has provided funds for purposes of financial review or an authorized professional or governmental audit.

6.

Adequate records must be maintained to substantiate all financial and programmatic information reported for a period of no fewer than three years.

Payment of grants are subject to the availability of funds. A signed Grant Contract does not guarantee funding; due to lack of funding appropriation, the state may terminate the contract up to 30 days prior to the end of the fiscal year.
