Advisory Panel Review

For some programs, the Commission utilizes an advisory panel to assist with its decision-making. Each year, people from throughout the state are selected to serve on panels. Panelists are charged with the in-depth review of applications submitted to the Commission for funding consideration. Applicant scores are averaged. Support is determined by the criteria listed for each program. Subject to Commission approval, available funds and depending on the program, grants may be funded fully or in part.

  • Commission staff considers diversity of ethnicity/race, gender, arts discipline, geographic location and special needs when assembling the advisory panel.

  • Each panel has citizen-members and Commissioner-members who review and score each application. The panel chair does not score the applications.

  • Prior to the panel meeting, each panelist is mailed one copy of each application with its support materials. Each panelist is required to review all of the applications in advance of the meeting.

  • All panelists collectively review all applications in depth and rate each of them according to a point system outlined in the program guidelines. Support is based upon the criteria printed in the guidelines for each program. Financial need is not a consideration.

  • Recommendations are based upon aggregate panelists’ scores and are presented to the Commission for ratification during the first quarterly business meeting following the panel meeting. Commissioners approve the recommendations of all panels.

  • Panel meetings are open to the public for observation. Applicants or their representatives are encouraged to attend panel meetings; those who attend often gain helpful information on how to improve their proposals. Applicants may not lobby or speak with panelists before or during panel meetings. The Commission cannot guarantee the time a specific application will be reviewed. A tentative schedule of consideration is available upon request.

  • Written panel comments are available upon request. Applicants requesting written panel comments will be charged a fee for obtaining documents.

  • Panelists are requested to declare any conflicts of interest prior to any discussion. Declaring a conflict does not mean that a panelist cannot serve; it merely means that the panelist does not discuss that particular application and may not vote on that application. No panelist may serve on a panel in which he or she is a staff or board member of an organization with an application pending.
