Reconsideration Process
The Reconsideration Process is designed to review the method and fairness of the Commission’s decision concerning a grant application. Dissatisfaction with the denial of a grant or with the amount of an award is not sufficient reason for reconsideration. Incomplete applications or those that do not meet eligibility requirements cannot be submitted for reconsideration.
An organization may request reconsideration of a decision made by the Commission if the applicant can demonstrate at least one of the following:

The review of the application was based upon review criteria other than those appearing in the Commission’s grant guidelines; or |
2. |
The decision was based on the outside influence of a Commissioner, Commission staff member, Commission subcontractor, evaluator, or advisory panelist with a conflict of interest; or |
3. |
Required information was withheld deliberately or accidently from the advisory panel or Commissioners. |
To request reconsideration, the applicant should first consult with the appropriate program manager to review the considerations that contributed to the Commission’s decision. If the applicant thinks there are grounds for a reconsideration, a formal letter to the executive director which states the reason for requesting reconsideration — based upon at least one of the three points listed above — is required within 30 days following notification of the Commission’s funding decision. The appeal letter should contain written evidence on information that supports one or more of the grounds for reconsideration.
The executive director will determine if there are grounds for reconsideration. If so, the executive director will schedule a meeting of the Reconsideration Committee of the Commission, which will consider all written documentation related to the reconsideration request. While the meeting of the Reconsideration Committee is open to the public, only the staff and the committee members will participate.
The Reconsideration Committee will make a recommendation to the full Commission at its next regularly scheduled meeting. The full Commission will vote on the reconsideration request.
