Operational Support Grant Program Guidelines

Step 1: Who May Apply

  • Single- or multi-discipline nonprofit arts and cultural organizations

  • Governmental arts and cultural agencies or arts institutions connected to a college or university.

  • Applicants must have received operational support funding from the Kansas Arts Commission in this category at least once since Fiscal Year 2009.

    A private, nonprofit organization must be incorporated in the state of Kansas as a domestic corporation and be designated as a 501(c)3s by the federal government for at least three years at the time of application.

The organization’s primary mission must be the planning, development, support, production or presentation of arts programs and services as demonstrated by its mission statement, total fiscal operations and activities.

Applicants must also meet eligibility requirements and grant restrictions. For more information, please see the All Applicants section.

Organizations or government agencies that are not arts-based are not eligible for Operational Support, but may be eligible for other grant programs.

College and university arts departments and programs are not eligible for Operational Support Grants, but performing arts series or museums attached to institutions of higher learning may be. These applicants must document:

  • Ongoing public arts programming during the last three fiscal years;

  • A three-year history of operating under a separate budget;

  • That they have a volunteer community-based governing board of directors not headed by a university staff or faculty member.

  • That programming and/or presentations have a public, rather than a student or curricular, focus. Presentations may include students, but should also include professionals or community members.

Organizations receiving Kansas Arts Commission Operational Support Grants should demonstrate sound, nonprofit business practices such as:

1.

Following board and staff policies on conflicts of interest, employment and fair labor practices

2.

Sound strategic, financial and business planning

3.

Sound financial budgeting and oversight systems

4.

Governing board focuses on policies planning and fiscal responsibilities

All organizations must review and complete the financial management checklist and organizationa success cheklist with their board of directors to meet arts management compliance.
